(a) whether the villages having a population of 500 people would be covered under the Pradhan Mantri Gram Sadak Yojana by 2007;

(b) if so, the details thereof;

(c) whether any monitoring committee has been set up to oversee the quality of the works carried out under the said scheme;

(d) if so, the details thereof; and

(e) the State-wise details of the works carried out under the scheme?

(a) & (b) The Pradhan Mantri Gram Sadak Yojana seeks to provide connectivity to all Unconnected Habitations in the rural areas with a population of more than 500 persons, through good All –weather roads, by the end of Tenth Plan Period (2007). In respect of the Hill States (North-East, Sikkim, Himachal Pradesh, Jammu & Kashmir, Uttaranchal) Desert Areas and Tribal (Schedule-V) areas, the objective is to connect Habitations with a population of 250 persons and above. The actual coverage will depend on the availability of funds.

(c) & (d) Under the PMGSY, quality is sought to be ensured through a three tier Quality Control System, the first two tiers of which are with the State Governments. At the central level, the National Rural Roads Development Agency (NRRDA) engages National Quality Monitors (NQMs), as a third tier to verify at random the quality of road works. The reports of the NQMs are sent to the State Governments to ensure that any infringement / deficiencies detected by the Monitors are rectified and action taken, wherever required as per the PMGSY Guidelines, against those responsible.
