Question : Data on Unemployment

(a) whether the Ministry is aware that Center for Monitoring Indian Economy (CMIE) has released the data about India’s unemployment rate having risen to a three year high;

(b) if so, the details thereof and the steps being taken by the Government so far in this regard;

(c) whether the Ministry has the data of unemployment rate for the last three years, sector-wise; and

(d) if so, the details thereof?

(a) to (d): Centre for Monitoring Indian Economy (CMIE) is a private entity that releases reports on various aspects of the economy using their own methodology. Government statistics follow internationally accepted concepts, standards and methodology. It has also launched a new regular Employment-Unemployment survey, namely, Periodic Labour Force Survey (PLFS) during 2017-18 with an objective of measuring quarterly changes of various indicators of the labour market in urban areas as well as for generating annual estimates of these indicators for rural and urban areas.

The unemployment rate (in per cent) in usual status, sector-wise as per the Annual Report on PLFS (July, 2017- June, 2018) is as under:

The Government has taken various steps for generating employment in the country like encouraging private sector of economy, fast tracking various projects involving substantial investment and increasing public expenditure on schemes like Prime Minister’s Employment Generation Programme (PMEGP) run by the Ministry of Micro, Small & Medium Enterprises, Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) scheme run by the Ministry of Rural Development and Deendayal Antyodaya Yojana- National Urban Livelihoods Mission (DAY-NULM) run by the Ministry of Housing & Urban Affairs, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) run by the Ministry of Skill Development & Entrepreneurship.

Besides these initiatives, flagship programmes of the Government such as Start-up India, Make in India, Digital India, Skill India, etc. have potential to generate productive employment opportunities. Further, the Government has also constituted Cabinet Committee on Employment & Skill Development among others.
