Question : Fertilizer Subsidy

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) whether the Government has an accumulated unpaid bill of fertilizer subsidies worth more than Rs.40,000 crores, if so, the details thereof;

(b) whether the Cabinet Committee on Economic Affairs has given ex-post-facto sanction for special Banking Arrangement for a loan of Rs.700 crore to Punjab National Bank and group of public sector banks headed by State Bank of India for the payment of outstanding amount of domestic urea subsidy to fertilizer companies during the year 2014-15;
(c) if so, the details of the fertilizers companies along with the details of funds allocated to them; and

(d) whether the Government of India is considering decanalization or freeing up of import in which urea price could be decontrolled, if so, the details thereof?

(a) : No, Madam.As on date, the details of claims in hand, are as under:

(b): Yes, Madam. However, the amount is Rs.7000 cr. instead of Rs.700 cr.

(c) As per the Annexure-I and Annexure-II enclosed.

(d) No, Madam. Presently, there is no such proposal regarding de-canalization or freeing up of import in which urea price could be decontrolled.
