(a): So far, the Government has auctioned/allocated 74 coal mines under the provisions of the Coal Mines (Special Provisions) Act, 2015 and the Rules made thereunder. The estimated revenue which would accrue to the coal bearing States concerned from the allotment of 43 coal mines and auction of 31 coal mines during the life of mine/lease period is Rs. 1,96,698 Crores and 1,48,276 Crores respectively. The State wise details of the coal mines/blocks auctioned/allotted as well as the revenue already transferred to the coal bearing States concerned is at the Annexure.
In addition, 10 coal blocks have been allocated under Rule 4 of the ‘Auction by Competitive Bidding Rules, 2012’, the details of which is in the table below. Since production from these 10 coal blocks is yet to commence, no revenue has been generated as of now.

(b): No Sir. There was no provision of any quota for the States in the auction/allotment of coal mines conducted so far.
(c): A few complaints were received regarding cartelization in bidding. However, no complaint substantiating illegal mining in the coal mines/blocks auctioned/allotted has been received. The Government has not approved the bids in case of 4 coal mines namely Gare Palma IV/2 & 3, Gare Palma IV/1 and Tara as final closing bid price was not found to be reflecting fair value.
(d): For the purpose of auction, specified end-uses other than power viz. Iron & Steel, Cement and Captive Power Plants have been clubbed as “Non-Regulated Sector”. The Government has so far successfully auctioned 22 coal mines out of 31 to the non-regulated sector under the provisions of the Coal Mines (Special Provisions) Act, 2015 and the Rules made thereunder, the details of which is as under.
