Question : Rural Households

(a) the number and the percentage of rural households including landless farm labourers as per the latest socio-economic survey of rural areas, State/UT-wise;

(b) whether the Government has any scheme or plan specifically targeting rural poor and landless farm labourers and if so, the details thereof;

(c) whether the Government intends to formulate any plan at Panchayat level to ensure 100% coverage of such farm labourers under its insurance and pension schemes and if so, the details thereof; and

(d) the other steps taken by the Government for upliftment of rural poor and landless farm labourers including application of modern techniques in rural labour sector?

(a): The Ministry of Rural Development launched the Socio Economic and Caste Census (SECC) 2011 in the country to identify households with specific socio-economic characteristics in rural areas as well as in the urban areas to determine eligibility and entitlements for different Central Government Schemes. The provisional data and its findings of the rural survey have been placed in public domain (www.secc.gov.in). The number of rural households as per the survey is 179164759. Statement showing State/UT-wise number is given at Annexure.

(b) to (d): Ministry of Rural Development is implementing, inter-alia, major programmes namely Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for wage employment, National Rural Livelihoods Mission for livelihoods promotion through self employment, Indira AwaasYojana for rural housing, PradhanMantri Gram SadakYojana for rural connectivity, National Social Assistance Programme for social assistance to rural poor. These programmes are aimed at betterment of rural livelihoods and overall development of rural areas through creation of employment opportunities, infrastructures and providing social assistance to the rural poor including the landless farm laborers.
