Question : CCTNS PROJECT



(a) the names of States which have implemented the Crime and Criminal Tracking Network and Systems (CCTNS) Project in their respective States, so far;

(b) whether it is a fact that the CCTNS project is running three years behind the schedule;

(c) if so, the details thereof and the reasons therefor;

(d) the number of Police Stations that have IT-enabled tracking system to investigate the crimes and track criminals along with the steps taken to upgrade the existing infrastructure to expedite this project, State-wise; and

(e) the corrective steps taken by the Government to set up such system in all the States along with the advisories issued to the States in this regard?

STATEMENT IN REPLY TO PART (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 500 FOR 30.4.2013

(a): All 35 States/UTs of India are in the process of setting up CCTNS. CCTNS pilot launch comprising police stations and higher offices in 2 districts of each State has been done across 2000 Police Stations nationwide on 04th January 2013.

(b): No, Madam.

(c): Does not arise.

(d): As on date, 2839 Sites (Police Stations/ Higher offices) out of 18,519 have an IT-enabled tracking system. The State wise break-up of the same is kept at Annexure-I. Funds are being provisioned centrally by Ministry of Home Affairs to ensure that all States / UTs have an IT-enabled tracking system to investigate into crimes and trace criminals.

(e) Corrective steps taken are as follows:

# Visit by MHA/NCRB (National Crimes Records Bureau) teams across various States/UTs to help expedite the Project implementation.

# Regular progress review at NCRB through Fortnightly Status Report and Weekly Status Reports.

# Training workshops for police personnel.

# Periodic meetings with all stake holders of the project – State, System Integrator (SI), State Project management Unit (SPMU), Original Equipment manufacturer (OEM), BSNL and others to address issues.

# Establishment of a dedicated CAS (Core Application Software) helpdesk for support to States prior to O&M (Operation and Maintenance) phase.

# Conduct of review meetings by Home Secretary, Additional Secretary and Joint Secretary with Nodal Officers of all State/UTs to provide adequate guidance required for selection of systems integrators.

# Inter head utilization of funds at State/UTs has been allowed for faster implementation.

# Central release of BSNL payment for networking has been processed to improve utilization at State/UTs.

# Expeditious release of adequate funds to System Integrators by the respective States/ UTs.

# Expediting the process of verification of hardware by the State Technical Infrastructure Committee (STIC).

# Expediting the process of approval of OEM (Original Equipment Manufacturer) or Product Change Request- States/ UTs are taking considerable time to process approval of OEM or product change requests submitted by SIs. All States have been directed to consider such requests urgently based on the merits and expedite them considering the lead time required to procure and delivery of the item.

# Advisories issued by NCRB/MHA for efficient implementation are given at Annexure- II.
