(a) Jal Shakti Abhiyan (JSA) campaign was launched in 2019 in 256 water stressed districts of 36 States and UTs including Kendrapada district of Odisha from 01.07.2019 to 30.11.2019. With this campaign, huge awareness was generated and various stakeholders, viz. Government departments, agencies, NGOs, officials, Panchayats, individuals etc. started taking steps for water conservation.
Jal Shakti Abhiyan: Catch the Rain (JSA:CTR) campaign was implemented in 2021 during 22.03.2021 to 30.11.2021 in all districts of the Country including that of Odisha. As per the information uploaded on JSA: CTR portal by stakeholders including Central Departments/ Ministries and States, intervention-wise progress of JSA:CTR in Odisha, as on 06.02.2022, is at Annexure I.
(b) The JSA: CTR campaign is convergence of various schemes and accordingly funds were utilized by inter-sectoral convergence of various Central and State Government Schemes. As per the information uploaded on JSA: CTR portal, as on 07.02.2022, an expenditure of Rs. 65666 crore has been incurred under MGNREGS (Mahatma Gandhi National Rural Employment Guarantee Scheme) during 2021-22 on completed and ongoing water related works under the campaign. Intervention-wise progress of water related works undertaken along with the expenditure incurred thereon, as uploaded on JSA: CTR portal, is at Annexure II.
Department of Water Resources, River Development and Ganga Rejuvenation has also provided incentive based financial assistance amounting to Rs.2.00 lakh to every district for GIS mapping of water bodies and preparation of District Water Conservation Plan in two installments of Rs 1.00 lakh each. Rs. 4.39 crore has been sanctioned to 439 districts as first installment.
(c) Jal Shakti Abhiyan implemented in 2019 and 2021 were aimed at promoting water conservation and water resource management by focusing on accelerated implementation of defined interventions. No specific targets were fixed under the said abhiyan in Odisha.
