Question : DDA Housing Scheme

Will the Minister OF URBAN DEVELOPMENT be pleased to state:

(a) whether over 40 per cent of the houses allotted by Delhi Development Authority (DDA) under its housing scheme, 2014 have been surrendered or cancelled and if so, the details thereof along with the reasons therefor;


(b) whether DDA proposes to launch a new housing scheme;

(c) if so, the details thereof and the number of flats newly constructed under the proposed scheme, location and category-wise;


(d) whether online system is likely to be adopted for applying flats in the scheme and if so, the details thereof;

(e) whether the DDA also proposes hike in registration fee for the flats and if so, the details thereof and the reasons therefor; and

(f) the steps taken/being taken by the Government to dissuade non-serious applicants and speculators from applying for the scheme?

(a): Delhi Development Authority (DDA) has informed that 12,185 flats allotted under Housing Scheme, 2014, were surrendered/cancelled. Most of the allottees have not cited any reason for surrender but some of them have pointed out that the size and locality of the flats did not meet their requirements.

(b) & (c): Yes Madam. DDA has informed that the new Housing Scheme will include nearly 13,000 flats at different locations in Delhi. No newly constructed flat will be on offer.

(d): Yes, Madam. DDA has informed that the New Housing Scheme will be on both “on-line” and “off-line” modes. Under the proposed ‘on-line’ mode an applicant would be permitted only once to make correction/changes, if any, within 72 hours from the date and time of submission of application form.

(e): Yes, Madam. DDA has informed that the “Application Fee” for Middle Income Group (MIG)/Higher Income Group(HIG) category has been increased from Rs. 1,00,000/- to Rs. 2,00,000/- in the new Housing Scheme. However, there is no change in Janta/Lower Income Group(LIG)/Expandable Housing Scheme (EHS) categories.

(f): A stringent clause of forfeiture of entire “Application Fee” in case of surrender/cancellation after allotment of flat, has been incorporated in the Scheme.
