Question : Rail Yatri Niwas

(a) whether the Railways proposes to grant licenses to the private companies for setting up ‘Yatri Niwas’ and ‘Budget Hotels’ on the land of Railways;

(b) if so, the details thereof and the process of tender to grant the license;

(c) whether the Railways have prepared any model agreement regarding the division of revenue, charges of rooms, the responsibility of the license and cancellation of the license etc.;

(d) if so, the details thereof; and

(e) whether the Railways proposes to set up such facilities at Muzaffarpur, Hajipur, Gaya, Darbhanga and Patna cities famous from commercial, religious and historical point of view and if so, the details thereof?

(a) to (e): Presently, there is no plan to set up Yatri Niwas at Railway stations. Provision is available for Budget Hotels to come up as part of Multi Functional Complexes (MFCs), through private sector participation, subject to their commercial viability for which tenders are awarded through open competitive bidding. Model Development Agreement for development of MFCs stipulates modalities for leasing of Railway land and also conditions leading to termination of lease. Muzaffarpur, Darbhanga and Patna Railway stations are not identified for development of MFCs. Gaya and Hajipur stations have been identified for development of MFCs for which Developers have been fixed. Budget Hotels may be developed in these two MFCs depending upon their commercial viability.
