(a) whether a number of States have levied toll tax on the transport vehicles plying on the National and State Highways despite the fact that the said vehicles pay State permit fees to such States regularly;
(b) if so, whether this has led to heavy congestion and traffic hold-ups at the entry points of each State causing great loss in terms of time and money besides contributing to the increasing pollution; and
(c) the response of the Government thereto and the action stipulated to ensure free and uninterrupted flow of transport vehicles throughout the country?
