Question : VACANCY OF RESERVED POSTS



(a) whether the Government have strictly followed the reservation policy in appointment and promotion in autonomous institutions as well as attached offices like Indian Airlines, Air India, Alliance Airlines, Airports Authority of India coming under his ministry particularly in the Gazetted jobs or Class I and Class II employments;

(b) if so, the details thereof, institution-wise;

(c) the steps taken by the Government to fill up the vacant posts in the reserved category;

(d) whether the Government find it difficult to fill up the Class I and Class II vacancies designated for the purpose belonging to SC/ST and OBC; and

(e) if so, the reasons thereof and the steps taken by the Government to fill up such vacant posts immediately?

(a) and (b):- Yes, Sir. Reservation in recruitment/ promotion in the Ministry of Civil Aviation and its various organisations is being done scrupulously as per Government of India`s guidelines/ instructions, as applicable from time to time. However, in Pawan Hans Helicopters Ltd., a time bound promotional policy exists and hence reservation in promotion does not apply. In the Bureau of Civil Aviation Security, most of the gazetted posts are filled up on deputation basis where reservation is not applicable.
(c):- As and when vacancies arise, steps are taken in accordance with extant rules and reservation policy to fill up the posts. Special Recruitment Drives were also undertaken to overcome the shortfall in various offices/Public Sector Undertakings under the Ministry of Civil Aviation.
(d):-No, Sir, except in some highly technical and specialised licensed categories.
(e):- Does not arise.
