(a) the amount sanctioned by the Union Government for the various schemes viz. Antyodaya Yojana, Famine relief etc. for each of the last three years;

(b) the amount actually spent on these schemes/programmes for the said period;

(c) the number of persons brought under the Below Poverty Line and above Poverty Line; State-wise, till date; and

(d) the steps taken by the Government to ensure that the schemes benefit the deserving strata of the society?

(a)&(b): Antyodaya Anna Yojana was started from March 2001. Under the scheme foodgrains (rice & wheat) are allotted to the States at highly subsidised rates. The estimated subsidy on the basis of the quantity of foodgrains allotted to the States and the quantity lifted by the States during year 2000-2001 is given in the annexed statement (Annex-I)

Food For Work (FFW) Programme for drought /flood relief was started in January 2001. Under the Programme foodgrains are provided to the States free of cost. The estimated subsidy on the basis of the economic cost of the foodgrains for the quantity allotted and lifted by the States during 2000-2001 and 2001-2002 is given in the annexed statement (Annex-I)

(c): A statement showing the number of Ration Cards Below Poverty Line and Above Poverty Line is attached (Annex-II)

(d): Government has taken a series of measures to ensure that the schemes benefit the deserving strata of the society. These are:-


(i) Based on the belief that truly democratic institutions safeguard food security concerns of all better than the State bureaucracy, the Government has advised the State Governments to involve the Gram Panchayats more substantially in the supervision and monitoring of PDS especially at FPS level as a measure of social audit.

(ii) The allocation of foodgrains for the BPL category was increased from 10 kg. to 20 kg. w.e.f. 1.4.2000, to 25 kg. per family per month from July, 2001 and to 35 kg per family per month w.e.f. 1.4.2002 for a period of one year.

(iii) Government of India is reimbursing the road transport cost on actual basis for transportation of foodgrains, to be distributed through PDS network, from the base depots of FCI to the designated Public Distribution Centres (PDCs) under the Hill Transport Subsidy (HTS) scheme, which is aplicable to predominantly hilly States (including North-Eastern States and Island Territories).

(iv) Antyodaya Anna Yojana has been implemented throughout the country. The scheme envisages 25kg. of foodgrains per family per month at highly subsidized rates of Rs.2 a kg. for wheat and Rs.3 a kg. for rice. The scale of issue has been enhanced to 35 kg. per family per month w.e.f. 1.4.2002 for a period of one year.

(v) In order to maintain supplies, secure availability and distribution of subsidized commodities to the targeted beneficiaries under the PDS, the Public Distribution System (Control) Order, 2001 has been issued on 31.8.2001.
