Question : Incidents of Pilots in Inebriated State

(a) whether there have been incidents of Pilots attending duty in inebriated state in the recent past and if so, the details thereof;
(b) whether any action has been taken on these pilots and if so, the details thereof;
(c) the details of guidelines for the pilots regarding the above matter;
(d) whether the crew members apart from the pilots are permitted to consume specified quantity of alcohol on international flights and if so, the details thereof; and
(e) whether the Government proposes to allow consumption of alcohol in domestic late evening flights and if so, the details thereof?

Minister of CIVIL AVIATION (Shri Jyotiraditya M. Scindia)

(a) & (b) A total of 14 cases have been reported during the last six months, i.e., Jan 2022- Jun 2022, where the pilots have tested positive in pre-flight breath-analyzer (BA) examination. The licenses of involved pilots have been suspended as per the provision of the Civil Aviation Requirements (CAR) Section-5, Series-F, Part-III.;
(c) Pilots are required to undergo pre-flight Breath-Analyzer (BA) examination for detection of consumption of alcohol as per the guidelines laid down in CAR Section-5, Series-F, Part-III.
(d) As per the provisions of Rule 24 of aircraft Rules 1937 and CAR Section-5, Series-F, Part-III, the crew members are not permitted to consume alcohol on domestic as well as on international flights.;
(e) No such proposal is under consideration in this Ministry.
