(a) whether the Administrative Reforms Commission has recommended deployment of armed forces in the States and has also favoured enactment of a new law governing federal crimes; and

(b) if so, the details of the recommendations and action taken by the Government thereon?

(a) & (b): The Second Administrative Reforms Commission in its Eighth Report titled ‘Combating Terrorism’ has made certain recommendations, which, inter-alia, relate to legal framework for dealing with various aspects of terrorism, etc. The Unlawful Activities (Prevention) Act, has been amended in 2008, to include a number of recommendations made in the said report. The National Investigation Agency Act has also been enacted and the National Investigation Agency has been constituted to investigate and prosecute offences under the Acts mentioned in the schedule. In this context, the Prevention of Money Laundering Act has also been amended, inter-alia, expanding the list of predicate offences.
