Question : Security at Ports

(a) whether the Government has assessed the perceived security threat at all the major ports in the country and if so, the details and the outcome thereof;

(b) whether the Government proposes to upgrade the security at ports by installing security surveillance system like CCTV Cameras, Scanners and Automatic Identification System (AIS) etc.;

(c) if so, the details and the present status thereof, port-wise;

(d) whether certain cases of theft of goods from the port complexes have come to notice of the Government and if so, the details of such cases reported during each of the last three years and the current year along with the estimated cost of the goods stolen and the measures taken to check pilferage/theft of goods from Port complexes; and

(e) the other steps taken by the Government to provide adequate security at all the major ports in the country?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO.157 FOR ANSWERING ON 30TH JULY, 2015 RASIED BY SHRI P.R. SUNDARAM AND SHRI CH. MALLA REDDY REGARDING SECURITY AT PORTS


(a) Yes, Madam. All Major Ports are ISPS (International Ship and Port Facility Security Code) compliant issued by International Maritime Organization which envisages an assessment of security threat for the port by a recognised security organisation and establishment of the roles and responsibilities of Government security agencies. Major Ports are subjected to ISPS audit by Directorate General of Shipping every year.

(b)&(c) Yes, Madam. All Major Ports have surveillance systems with CCTV surveillance network. Details are enclosed as Annexure-I. As far as, installations of Scanners are concerned, this is being carried out by the Department of Revenue. In the first phase installation of 7 container scanners (3 Mobile Gamma Ray Scanners and 4 fixed X-ray Scanners) at the port(s) of Mumbai, Chennai, Kandla and Tuticorin have been initiated. In the 2nd Phase, Three X-ray based Drive Through (Road) Container Scanners are being installed at the ports of JNPT, Mundra and Cochin. A proposal to install two Drive Through (Rail) Container Scanners on Pilot basis at the gateway ports of JNPT and Mundra has also been approved. Directorate General of Lighthouse & Lightships (DGLL) has set up a National Automatic Identification Network covering the entire country including Andaman & Nicobar and Lakshadweep islands.

(d) No major theft case has been reported in the Major Ports, however, some small cases have been reported in Chennai Port, V O Chidambaranar Port & Jawaharlal Nehru Port. The details are enclosed in Annexure-II.

(e) The Government has taken significant steps to upgrade the security at Major ports by Installation of Vessel Traffic Management System (VTMS), Issuance of biometric I-cards to port functionaries, acquisition of speed boats & patrolling boats. Government has also deployed Central Industrial Security Force (CISF) in all the Major Ports. Radiological Detection Systems (RDEs) have been supplied to all Major Ports.

Details of CCTV surveillance network at various Major Ports

Paradip Port Trust
(PPT) Paradip Port is having high end security surveillance system complete with 30 numbers of CCTV cameras (7 fixed type and 23 moveable type). The system is capable of digitally storing the footage of all the activities happening in the port area.
2. Visakhapatnam Port Trust
(VPT) VPT has installed 30 CCTV cameras at strategic locations in the first phase. The digital recordings of the CCTV surveillance network are kept for 3 months. Port is enhancing CCTV surveillance with latest technology by installing additional cameras of 24 Nos.- long range day/ night PTZ, high resolution High Zoom IR facility with sufficient storage at all gates, waterfront, harbor area, railway yards etc.

Chennai Port Trust
(ChPT)
At present the CCTV surveillance system of Chennai port Trust comprises of 30 numbers Analog Cameras both fixed and movable PTZ type to monitor the CCTV surveillance pictures of various gates and important locations inside the Port Premises. This system can record and digitally store the footage for a period of 30 days of all activities happening in the strategic locations of the Port where the cameras are installed.
4. Kamarajar Port Ltd. (KPL) KPL has installed CCTV cameras at 7 places of strategic importance. Recording facility is available.
5. V.O. Chidambaranar Port Trust
(VOCPT) VoCPT has installed 44 IP based CCTV cameras in the entry points and important locations of the port. The CCTV surveillance system is being monitored from the control room.
6. Cochin Port Trust
(CoPT) In the year 2007, Cochin Port had installed 8 numbers analog CCTV cameras (5 fixed cameras and 3 PTZ cameras) at various locations with 16 channel digital video recorder. In the year 2012-13 Port has installed 33 cameras at various locations (16 numbers analog cameras at CRUISE passenger facilitation centre, 10 numbers IP cameras at container freight station and 7 number IP cameras at various access control location) with DVR Monitors etc at CRUISE passenger facilitation center and network video recorder and other accessories at the data center functioning at the 5th floor of new administrative building.
7. New Mangalore Port Trust
(NMPT) NMPT has installed 37 Nos. of CCTV cameras for covering all the entry/exit gates, oil jetties , entire wharf area and waterfront area. In addition to this, the system is also having network server digital video recorder for recording the events in cyclic mode upto 10-15 days.
8. Mormugao Port Trust (MPT) Mormugao Port Trust has a high end Security Surveillance system complete with 22 Nos CCTV cameras Surveillance Network to record and digitally store the footage of all the activities happening in the Port. Mormugao Port Trust has also installed a Digital Video Surveillance System in March 2010.
9. Mumbai Port Trust (MbPT) IP based CCTV system is already in place at Mumbai Port. The CCTV surveillance system installed and commissioned in September, 2014, covers entire Dock Operational Area, Jawahar Dweep and PIR PAU. The CCTV surveillance system consist of 96 cameras of different range and class with intelligent software with recording and replay digitally the footages of all activities happening in the Port. 2 Nos X-Ray baggage scanners are also installed at New Yellow Gate and Green Gate, Indira Dock for scanning shore luggage and personal belongings.
10. Jawaharlal Nehru Port Trust
(JNPT) JNPT has high end security surveillance system complete with CCTV surveillance network covering the Port area and the administrative building.

11. Kandla Port Trust
(KPT) KPT has got all necessary equipments for ISPS compliance including CCTV surveillance network with 17 cameras and monitoring station manned by CISF personnel. The record of footage is maintained for a period of 7 days.
12. Kolkata Port Trust
(KoPT) KoPT maintains a VTMS System on Sagar Island integrated with the Automatic Identification System (AIS) through which identity and / or bonafied of all vessels approaching the port can be ascertained provided they are also fitted with AIS Transponders. Identification of locations for CCTV installation in KoPT has already been completed and necessary action for implementation of CCTV system surveillance project in KoPT has already been initiated.
