Question : Policy for Sanitation

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) the details of policy framework to address sanitation needs of marginalised/ excluded groups, communities and individuals in urban areas;

(b) the details of strategies for community participation and capacity building for waste management at State level; and

(c) the details of Municipal Solid Waste Management (MSWM) targets set and result achieved for door-to-door collection of waste in the country, city and State-wise?

(a): Swachh Bharat Mission (Urban) was launched on 2nd October, 2014 with aim to make the country Open Defecation Free (ODF) and 100% scientific disposal of municipal solid waste by 2nd October, 2019. The Mission targets the sanitation needs of all groups, communities and individuals in urban areas of the country. Under this Mission, Govt. of India is providing funds of Rs.4,000/- per seat for individual household latrines, Viability Gap Funding (VGF)/grants of Rs. 39,200/- per seat for community and public toilets, and Rs. 12,800/ per urinal seat to the States to achieve the target of the Mission.

(b): Various activities are being conducted by the States for creating awareness and sensitization of citizens for segregation and door to door collection of waste like commercials, advertisement, hoardings, nukkar nataks, swachhta run, prabhat pheris etc. Strengthening of resident welfare associations (RWAs) and Mohalla Samitis by engaging them in society/mohalla level activities, and providing all necessary support from urban local body. Organizing awareness & educational activities for schools/colleges like an interschool painting competition, swachhta rally, debate competition and discussion forum on mobile and web platform (e.g. Swachhta app, MyGov etc.) to create awareness among school and college students regarding segregation and door to door collection of waste. Providing financial assistance to the urban local bodies to create adequate infrastructure for 100% door to door collection of waste.

(c): The state-wise results of municipal solid waste management achieved for door-to-door collection of waste is at Annexure-I.
