Question : Right to Health

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government proposes to bring in a legislation on Right to Health on the lines of Right to Education;

(b) if so, the details thereof; and

(c) if not, the manner in which the Government is proposing to make the corporate private hospitals to provide subsidised treatment to the poor and needy?

ANSWER
THE MINISTER OF HEALTH AND FAMILY WELFARE

(a): At present there is no proposal under consideration of the Government with regard to legislation on Right to Health on the lines of Right to Education.

(b): Does not arise.

(c): Health is a State subject and it is responsibility of the respective State Governments to issue/make guidelines/ rules for the private hospitals to provide subsidized treatment to the poor and needy people within their State. The Central Government supplements the efforts of the State Governments to provide affordable, accessible healthcare, by providing financial assistance for various scheme/ programme in the health sector.
