Question : Road Connectivity under PMGSY

(a) whether the Government proposes to achieve hundred percent all weather road connectivity under Pradhan Mantri Gram Sadak Yojana (PMGSY) by the year 2019;

(b) if so, the details of the plan to achieve the target;

(c) the total fund required to achieve the target;

(d) whether the Ministry has issued instructions to the States to ensure timely submission of projects and if so, the details thereof; and

(e) the response from the States with the details of total number of new projects submitted by them both under new connectivity and upgradation proposals, State/UT-wise?

(a) to (e): For accelerated execution of Pradhan Mantri Gram Sadak Yojana (PMGSY), the Ministry of Rural Development in consultation with the Ministry of Finance and the State governments, has formulated an Action Plan to achieve the target of the Scheme early, with enhanced financial allocation to the States and modified funding pattern in the Scheme. The fund sharing pattern of PMGSY has been made in the ratio of 60:40 between the Centre and States for all States except for 8 North Eastern and 3 Himalayan States for which it will be 90:10. All the States have also been advised to get approval for sanctions of balance works under PMGSY-I/II as per the mandate of the Scheme and to substantially complete them by March, 2019, so as to provide connectivity to target habitations.

State-wise details of proposals submitted and cleared under PMGSY during the year 2015-16 and 2016-17 are as per Annexure.
