Question : Deaths of Birds and Animals


(a) whether deaths of stray animals, birds and animals in Zoos have been registered in various birds sanctuaries and habitats due to extreme temperatures in summer as well as in winter in the country;
(b) if so, the details thereof;
(c) whether the Government has any proposal to formulate a special plan with the cooperation of local agencies and departments for the protection of such animals and birds during peak summer and winter;
(d) if so, the details thereof; and
(e) the details of the other steps taken by the Government for the safety and security of stray animals, birds and animals in zoos?

(a)&(b) As informed by the Central Zoo Authority, reason of death of captive animals housed in recognised zoos, reported by zoos as per the provisions of Rule 11(1) of the Recognition of Zoo Rules, 2009 due to extreme temperature during last three years is given in the Annexure.
(c),(d) &(e) With respect to captive animals housed in recognised zoos, Schedule 4(3) of Rule 10 under the Recognition of Zoo Rules, 2009 mandates ‘the zoo shall ensure that the enclosure is safe and secure for the animals, animal keepers and the visitors and has requisite space for free movement, exercise and expression of natural behaviour by the animals.’ Accordingly it is the responsibility of Zoo management to make necessary arrangements in the animal enclosures to protect the animals from extreme climatic conditions during peak summer and winter seasons.
