Question : FORGING TRAVEL DOCUMENTS TO GET EMIGRATION CLEARANCES



(a) whether as per the report of CBI a full-fledged industry of forgin travel documents to get emigration clearances is thriving in India;

(b) if so, the details thereof;

(c) whether the agency has recommended a change in the syste to reduce this menace to control organized corruption;and

(d) if so, the details thereof, alongwith action plan of the Government to control this menace ?

MINISTER OF THE STATE IN THE MINISTRY OF OVERSEAS INDIAN AFFAIRS (SHRI VAYALAR RAVI)

(a) & (b): Following the recent CBI raid of the office of the Protector of Emigrants (PoE), Chennai, the agency has reported forging of documents by some Recruiting Agents (RAs) to seek emigration clearance in collusion with the officials of the PoE offices.

(c) & (d): The agency emphasised the need for a relook at the entire system of Protectors of Emigrants. The Ministry has already initiated action to revamp the system by proposing a new legislation.
