Question : Use of Bio-Fertizers

(a) whether the Government plans to encourage the production and use of bio-fertilizers and organic fertilizers;
(b) if so, the names of various non–chemical bio-fertilizers produced and marketed in the country including the names of various existing supportive systems;
(c) whether the Government proposes to bring these bio-fertilizers under the proposed Nutrient based Subsidy Scheme (NBS) ; and
(d) if so, the details thereof?

(a) to (d): The details of the schemes for production anduse ofbio-fertilizers/organic fertilizer are given at Annexure-I.
Under Soil Health Management (SHM) schemes, financial assistance is provided @ Rs. 160.00 lakh for establishing new bio fertilizer unit (200 MT/ 50000 litrecapacity).15 bio fertilizeproduction unit has been established under (SHM) so far.
The names of various bio-fertilizer produced and marketed in the country are Rhizobium, Azotobactor, Azospirillum, Phosphate Solubilising Bacteria, MycorrhizalBiofertilisers, Potassium Mobilizing Biofertilizrs (KMB) Zinc Solubilizing Biofertilizers(ZSB) Acetobactor, Carrier Based Consortia, Liquid Consortia , and Phosphate Solubiling Fungus Bio-fertilizer and organic fertilizers like city compost, vermicompost, compost Deoiled cake, Phospho Rich Organic Manure (PROM), City compost, organic manure, Bone mile raw, Bone mile steamed, Postash derived from Rhodophytes, Fermented Organic manure, liquidFermented Organic manure and Bio-enriched Organic Manure under the Fertilizer (Control) Order (FCO),1985.
These bio-fertilizers have been notified under FCO 1985 wherein, quality standard of bio fertilizers have been specified which are required to be adhered by manufacturer.
For testing of quality of these bio-fertilizers 28 laboratories have been notified under FCO, 1985. For sale of bio-fertilizer, provision has been made under FCO, 1985 to obtain authorization from notified authority of State Government.
Government is implementing dedicated schemes Paramparagat Krishi VikasYojana (PKVY) and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) since 2015-16 for promotion of organic farming in the country which encourages use of organic and bio fertilizer. Financial assistance is provided under organic farming schemes for promoting use of bio and organic fertilizer @ Rs. 31,000/ha under Paramparagat Krishi VikasYojana (PKVY) and @ Rs. 32000/ha under Mission Organic Value Chain Development for North Eastern Region (MOVDNER).
