(a) to (c) No, Madam. Driving licence in the country is granted in two stages, i.e. learner’s licence and driving licence. Chapter II of the Motor Vehicles Act (M.V. Act), 1988 and Chapter II of the Central Motor Vehicles Rules (CMVR), 1989 lay down detailed procedure for grant of driving licence. Section 7 of the M. V. Act provides that for getting a learner’s licence to drive a transport vehicle, the person must hold a driving licence to drive a light motor vehicle for at least one year. The validity of learners’ licence is for a period of six months.
