Question : Mobile Tower at DDA Parks

Will the Minister OF URBAN DEVELOPMENT be pleased to state:

(a) the guidelines/policy of Delhi Development Authority (DDA) for permitting private operators to construct mobile towers in their parks;

(b) whether DDA has received requests from some public bodies not to construct the mobile towers in DDA parks including Dwarka;

(c) if so, the details thereof, park-wise;

(d) the action taken by the DDA on these requests for stopping construction of these mobile towers in parks including Dwarka, New Delhi; and

(e) the time by which the construction of these towers is likely to be stopped?

(a) : Delhi Development Authority (DDA) has informed that its policy guidelines stipulate that only those license holders/service providers possessing unified license/unified access service license/cellular mobile telephony license including the broadband license access (4G services) and have been allocated necessary spectrum for providing mobile telephony services in Delhi from Department of Telecommunications, Government of India, including the Internet Service providers, who are registered with Department of Telecommunications, Government of India, are eligible to participate in the e-auctioning programme for allotment of sites in the identified areas for erection of Ground Based Masts/Roof Top Tower.

(b) & (c): DDA has informed that, as per record, it has received representations from various agencies against installation of cell towers in DDA parks including Dwarka as under:

(i) Park No. 4, Sector-23, Dwarka.
(ii) Park Between C-2, C-3, Vasant Kunj.
(iii) Park at Masjid Moth, DDA, Phase-II.
(iv) NHP-3, Park Pocket-17, Sector-24, Green Belt, Rohini.
(v) Green Belt of Pocket-B-5, Sector-8, Rohini.
(vi) DDA park, Mayur Vihar, Ph-I Extn.

(d) & (e) : DDA has informed the concerned applicants that DDA is the land owning agency of the parks maintained by it and as per section 17, clause 8(2) of Master Plan of Delhi (MPD) -2021, Public Utilities are permitted in all use zones.
