Question : Coal Blocks

(a) the details of coal blocks under the possession of various State Governments as on date;
(b) whether any State Government has denied possession of coal blocks even after they paid the necessary amounts for coal blocks and if so, the details thereof;
(c) whether the States experience a lot of difficulties in obtaining a No Objection Certificate from the Union Government after the allotment to coal blocks;
(d) if so, whether the Government has formulated any action plan to streamline the procedure;
(e) whether the Union Government has received any proposal from various State Governments including Maharashtra and Tamil Nadu for allocation of coal blocks;
(f) if so, the details of proposals received during the last three years and the current year, State/UT-wise; and
(g) the details of the proposals cleared and pending out of them and the reasons for their pendency along with the time by which the pending proposals are likely to be cleared, State-wise?

(a) Details of coal blocks which have been allocated under Coal Mines (Special Provisions) Act, 2015 [CM (SP) Act, 2015] to various State Government Public Sector Undertaking is at Annexure-A. No coal block allocated under Mines and Mineral (Development and Regulation) Act, 1957 is in possession of State Government.

(e) to (g) Under the CM (SP) Act, 2015, the allotment of coal mines to State Government companies is on the basis of the process of inviting application. When Notice Inviting Application is issued, State Government companies can make application, if they are interested in allocation of the coal blocks. The details of Notice Inviting Applications for allotment of coal blocks to State/Central Public Sector Undertakings during the last three years and the current year is attached as Annexure-B.
