Question : Terrorist Training to Youths

(a) whether Kashmiri youths are being trained in terror camps located in Muzaffarabad in Pakistan occupied Kashmir;

(b) if so, the details thereof;

(c) the steps being taken by the Government to dismantle terror camps running in Pakistan occupied Kashmir;

(d) whether there are inputs to suggest that Lashkar-e-Taiba (LeT) has been hiring vulnerable Pakistan youths as part of a larger conspiracy to wage war against India especially in the State of Jammu & Kashmir;

(e) if so, whether it is true that the LeT is pushing such trained youths to India; and

(f) if so, the details thereof and the reaction of the Government thereto?

(a) to (f): Yes, Madam. Terrorist training camps continue to function in Pakistan occupied Jammu & Kashmir (PoJK). As per reports, there are several terrorist training camps in PoJK of the various outfits i.e. Lashkar-e-Toiba(LeT), Jaishe-e-Mohammad(JeM) and Hizbul Mujahideen(HM).

There are also inputs that Lashkar-e-Taiba(LeT) is recruiting vulnerable Pakistani youths for carrying out terrorist acts in India and pushing such trained youths to India.

Government has consistently emphasized to Pakistan the need to put an end to cross border infiltration and terrorism into India and to dismantle the infrastructure of support to terrorism in that country on a permanent basis. In the Joint Statement of January 6, 2004, the Government of Pakistan assured India that it would not permit any territory under Pakistan’s control to be used to support terrorism in any manner. India has consistently emphasised to Pakistan the need to implement its solemn assurances of January 6. 2004.
