(a)whether contract based employment has increased in Government Departments and institutions;
(b)if so, the details thereof and the reasons for this increase;
(c)whether the Government has any scheme or policy to regularise the contract based employees in Government jobs; and
(d)if so, the details thereof and the time limit, if any, fixed in this regard?

Engagement of workers on contract based employment vary as per the need and requirement of the institutions.
(c) & (d): Contract appointment/ outsource of services are governed by the detailed instructions and procedures for this purpose as per basic guidelines contained in Rule 178 to 185 of the General Financial Rules(GFRs), 2005.
