Question : Defence Deals

(a) the year-wise details of the defence deals for which the incidence of bribery / corruption have been reported during the last three years and the deals have to be cancelled finally;

(b) the details of the companies which are blacklisted so far by the Government for misconduct / bribery in defence deals;

(c) whether incidence of bribes and their outcome of cancelling defence deals are hampering the process of modernizing the Indian arms as early as possible; and

(d) if so, the details thereof and the reasons for continuous occurrence of bribes / deal cancellation and the corrective measures taken by the Government in this regard?

(a) During last three years, one contract of Capital procurement of VVIP/VIP helicopters was terminated by Government in January 2014 on grounds of breach of the provisions of the Pre-contract Integrity Pact and breach of the terms of the contract.

(b) During the last five years, orders have been issued debarring six firms along with their allied and subsidiary firms from business dealings with Ministry of Defence for a period of ten years.

(c) & (d): Modernisation of the Defence Forces is a continuous process based on threat perception, operational challenges, technological changes and available sources. Capital Procurement of defence equipment is progressed as per provisions of the Defence Procurement Procedure (DPP). The DPP-2016 incorporates provisions to ensure the highest degree of probity, public accountability, transparency and fair competition in defence acquisition.
