Question : Connections under PMUY

(a) whether there is any plan to distribute 5 kg. LPG cylinders under Pradhan Mantri Ujjwala Yojana (PMUY) across the country and if so, the details thereof;
(b) whether the Government proposes to sell 5 kg. and 14 kg. LPG cylinders without providing LPG subsidy and if so, the time by which the said order is likely to be issued;
(c) whether the Researchers of IIT, Kharagpur have devised a computer programme to maximise LPG connections to BPL households under PMUY and if so, the details thereof along with any special packages for the well performing districts under PMUY;
(d) the number of households still trapped in ‘chulha’ pollution due to unsafe firewood used by them along with the steps being taken by the Government to over come this aspect;
(e) whether some of the States have started parallel scheme to PMUY and if so, the details thereof along with the effect of these schemes in the States; and
(f) the number of families benefited under PMUY in each assembly segment of Shimoga Parliamentary constituency?

(a) As per guidelines of Pradhan Mantri Ujjwala Yojana(PMUY), the prospective beneficiaries have the options to take LPG connection with either 14.2 kg cylinder or 5 kg cylinder as per their requirement. The Government has advised Oil Marketing Companies (OMCs) to provide an option to purchase 5 kg cylinders to the existing PMUY beneficiaries who have taken LPG connections with 14.2 cylinders. Further,
an option has also been given to a PMUY beneficiary to opt for a double 5 kg cylinder connection instead of 14.2 kg connection.
(b) All LPG domestic customers including PMUY beneficiaries of 14.2 kg or 5 kg cylinders, who joined PAHAL, get subsidy in their registered bank account. As on 20.12.2018, 23.18 crore LPG consumers are getting subsidy.
(c) OMCs have reported that they are not aware of any such computer programme devised by researchers of IIT Kharagpur to maximise LPG connections under PMUY.
(d) With a view to provide clean cooking fuel to poor households, especially in rural areas, the Government has launched Pradhan Mantri Ujjwala Yojana (PMUY) to provide 8 crore deposit free LPG connections to poor households. As on 19.12.2018, there are 25.12 crore LPG consumers in the country out of which 5.86 crore are PMUY consumers. Now, in addition to seven identified categories and SECC, other poor families can also avail the benefit of PMUY subject to fulfilling other terms and conditions.
(e) The State Governments like Gujarat, Haryana, Karnataka, Himachal Pradesh have implemented Schemes to provide LPG connections to those households which are not covered under PMUY.
(f) OMCs have reported that they do not maintain Assembly/Parliamentary Constituency-wise details of LPG connections released under PMUY. However, OMCs have released 33,279 LPG connections in Shimoga District of Karnataka under the Scheme as on 19.12.2018.
