Question : INTER STATE ECONOMIC DISPARITIES



(a) the details of Tenth Plan proposals for reduction of regional economic disparities – both inter state and intra-state;

(b) the States identified as States having very weak revenue base;

(c) the details of changes in formula of plan assistance envisaged for Tenth Plan period, in order to achieve faster pace of development, sustain the economic development and strengthen the revenue base, State-wise;

(d) which are the States consuming substantial portion of their revenue in debt services;

(e) whether change in grant-loan ratio in Plan assistance for States has been considered during the Tenth Plan period, if so, the details thereof;

(f) if not, reasons therefor;

(g) whether higher component of central plan grant to backward States with weak revenue base is being considered; and

(h) if not, the details thereof?

(a): The Tenth Five Year Plan is yet to be approved by the National Development Council (NDC).

(b) & (c) : Do not arise in view of (a) above.

(d): According to available information, in 2001-02, all major States except Karnataka and Tamil Nadu had to spend more than 20 per cent of their total revenues on debt servicing.
