Question : Size of NCR

(a) whether the Government proposes to reduce the size of National Capital Region (NCR) and if so, the details thereof;

(b) the details of Plan for the development of areas
left out of the proposed NCR;

(c) whether reducing the size of NCR would help in
tackling the problems arising out of urbanisation (slum-
dwellings etc.) and if so, the details thereof; and

(d) whether the people residing on the outskirts
(proposed to be moved out of the NCR) are to be
consulted by referendum or otherwise as primary
stakeholders in the exercise and if so, the details thereof?

(a): The matter of delineation of boundaries of National Capital Region (NCR) has been deliberated by the NCR Planning Board (NCRPB) in its 41st meeting held on 12.10.2021 wherein new parameters for NCR Delineation have been decided.

(b): The NCR participating States are responsible for preparation of the plans for the development of areas falling outside the national capital region.

(c): The size has been proposed to be revised to make the NCR area more manageable.

(d): There is no such provision in the NCRPB Act, 1985 to have public consultation regarding inclusion or exclusion of any area in NCR. NCR Planning Board Act, 1985, under Section 2 (f) provides that “National Capital Region" means the areas specified in the Schedule:
Provided that the Central Government with the consent of the Government of the concerned participating State and in consultation with the Board, may, by notification in the Official Gazette, add any area to the Schedule or exclude any area therefrom”.
