Question : Development of Scheduled Tribes

(a) the details of the allocation of funds during the last three years and current year for the overall development of Scheduled Tribes in Kerala;
(b) the details of the funds that have been earmarked for the development of Scheduled Tribes in the country; and
(c) the details of the schemes being implemented till date for the development of the Scheduled Tribes in that State?

Answer given by the minister

(a) Government has adopted Tribal Sub-Plan Strategy (now called as Schedule Tribe Component) for overall development of tribal people across the country while ensuring inclusive growth of STs. Funds under STC/TSP dedicatedly flows for tribal development which includes support for education, health, sanitation, water supply, livelihood, agriculture, irrigation, income generation programme, construction of roads, power supply, etc. Major part of infrastructure development in tribal dominated areas and provision of basic amenities to tribal people in the country is carried out through various schemes / programmes of concerned Central Ministries and the State Governments, while the Ministry of Tribal Affairs (MoTA) through its schemes / programmes including Special Central Assistance(SCA) to Tribal Sub Scheme (TSS) and Grants under Article 275(1) of the Constitution provides additive to these initiatives by way of plugging critical gaps. The details of funds allocated to the Government of Kerala by the Central Ministries / Departments under the STC/ TSP during the year 2017-18 and 2018-19 is as under:
