(a) whether cases of theft/loss of a large quantity of wheat and rice have been reported from the Food Corporation of India (FCI) depots recently in the country including Naini in Uttar Pradesh;

(b) if so, the details thereof;

(c) whether any inquiry has been initiated in this regard;

(d) if so, the details and the outcome thereof; and

(e) the action taken against the persons responsible therefor?

STATEMENT REFERRED TO IN REPLY TO PARTS (a), (b), (c), (d) & (e) OF THE STARRED QUESTION NO. 127 DUE FOR ANSWER ON 21ST AUGUST, 2012 IN THE LOK SABHA

(a) & (b) : No, Madam. However, during the year 2011-12 & 2012-13 (upto 31.07.2012), theft/loss of following quantity of wheat and rice has been reported from FCI godowns:-

Out of this quantity, theft/loss of 1457.60 tonnes of foodgrains comprising of 69.60 tonnes of wheat and 1388 tonnes of rice was in FCI godown in Naini, Uttar Pradesh.

Annexure-I

ANNEXURE REFERRED TO IN REPLY TO PARTS (d) & (e) OF THE STARRED QUESTION NO. 127 DUE FOR ANSWER ON 21ST AUGUST, 2012 IN THE LOK SABHA

The details of inquiries conducted in these cases, outcomes thereof and action taken against persons responsible therefor.

1. Uttar Prasdesh:

A Departmental investigation was conducted by Regional Office of FCI, Lucknow for theft/loss at Naini which concluded that there was abnormal storage loss due to misappropriation and disciplinary action was recommended against officials involved therein.

At Varanasi during joint surprise check of CBI with FCI Vigilance team from FCI, misappropriation was also reported. CBI is conducting investigation in the matter.

Following is the action taken against officials held responsible during these enquiries/investigations:

1. Major chargesheets have been issued against 1 Category-I Officer, 6 Category-II Officers and 16 Category-III Officers.

2. Minor chargesheets have been issued to 6 Category-II Officers.

3. Penalty of recovery of Rs. 3.73 Lakhs has been imposed on 1 Category-II Officer.

4. Major chargesheet is under process against 4 category-II Officers and 15 Category-III Officers.

5. Show Cause Notices have been issued to 5 Category-I Officers and 1 Category-II Officer.

6. For Naini, Area Manager, FCI, Allahabad has lodged FIR on 1.6.2012 against 12 Officers responsible for theft/ loss.

7. FIR has been lodged against 3 Category-III Officers for shortages at FCI, Dhamora Depot in Moradabad.

8. CBI has registered Regular Cases against 6 Officers for shortages at Varanasi.

2. Bihar:

Departmental investigation was conducted by special teams deputed from FCI, Hqrs. Zonal Office (East) as well as Regional Office, Bihar and Officers responsible for the shortages were identified and disciplinary action was initiated as follows:

1. Major chargesheets have been issued against 4 Category-I Officers, 24 Category-II Officers, 53 Category-III Officers and 2 Category-IV Officers.

2. Penalties of compulsory retirement and recovery from Gratuity and Terminal dues have been imposed on 1 Category-I Officer and 5 Category-III Officers.

3. Major chargesheet is under process against 5 Category-I Officers, 1 Category-II Officer and 2 Category-III Officers.

4. The cases of misappropriation of food grains has been referred to CBI for undertaking further investigation. CBI has registered 5 Regular Cases in this regard.

3. Assam:

In course of departmental investigation by the Regional Office of FCI, misappropriation of stocks was reported. Departmental action has been initiated against delinquent Officers as follows:-

1. Penalty of recovery of Rs 2 Lakhs imposed on 1 Category-I Officer.

2. Major chargesheets have been issued against 4 Category-II Officers and 31 Category-III Officers.

3. Penalty of recovery and withholding of one increment imposed on 17 Category-III Officers,

4. 2 Category-III Officers were removed from services along with forfeiture of gratuity.

5. Minor penalty proceedings are contemplated against 2 Category-III Officers.
