Question : Monitoring of Welfare Schemes for Minorities

(a) whether the Government has put in place any monitoring mechanism to monitor the implementation of welfare schemes for minorities;

(b) if so, the details thereof and if not, the reasons therefor;

(c) the funds allocated and utilised for these schemes during each of the last three years and the current year, scheme and State-wise;

(d) whether the cases of irregularities and corruption in the implementation of these schemes have come to the notice of the Government during the above period and if so, the details thereof; and

(e) the remedial measures taken by the Government in this regard?

(a) & (b): Ministry of Minority Affairs is implementing various schemes for the welfare of six centrally notified minority communities namely Buddhists, Christians, Jains, Muslims, Parsis and Sikhs The details of the schemes are available at www.minorityaffairs.gov.in.

The monitoring of the implementation of these welfare schemes is being done through different mechanism and also by outside agencies from time to time to ensure their effectiveness and efficiency. Some of these measures are as under:-

• UCs / Physical Report
• Third Party Study/Monitoring
• District / State Level Committee
• Empowered Committee
• Field Visit by Inspecting Officers of the Ministry and State Governments
• Regional Coordination Meetings





(c) Scheme-wise details of the funds allocated and released/utilised under various schemes to meet the scheme objectives during the last three years and current year is at Annexure. No state-wise allocation is done in the Budget.
(d) & (e) As and when such instances are reported or come to the notice of the Government, necessary action is taken as per extant guidelines and rules.
