Answer given by the minister

THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR SKILL DEVELOPMENT, ENTREPRENEURSHIP, YOUTH AFFAIRS AND SPORTS (SHRI SARBANANDA SONOWAL)

(a) & (b) Madam, ‘Sports’ is a State subject. The primary responsibility for development and promotion of a sports discipline including organizing the events rests with the concerned Sports Federation and the State Governments. Government of India only supplements the efforts of the National Sports Federations (NSFs) by providing financial assistance for organizing national championships and participation in competitions abroad etc. as per the provisions of the ‘Scheme of Assistance to NSFs’.

The Association of Indian Universities (AIU) organizes university level tournaments through its member institutions which make the arrangements including providing accommodation. Government only gives financial assistance to AIU for organizing such events.

In the past, the poor condition of accommodation for participants of inter-university championships came to the notice of this Ministry when one of the participants filed a case CWP No. 9157 of 2010 before the High Court of Punjab and Haryana at Chandigarh raising this matter.

(c) No such case has been brought to notice.

(d) Does not arise.
