(a) & (b): The Government is aware of some reports of killing of spinsters in some part of the country. However,
National Crime Records Bureau (NCRB) does not maintain data regarding killing of spinsters separately.
(c): The Government of India is administering various legislations and schemes which seek to protect women including spinsters. Sections 375, 376 and 376A-D of the Indian Penal Code (IPC) constitute the legal framework that deals with the offence of rape and provides for its punishment while Sections 354 and 509 IPC provide penalties for outraging or insulting the modesty of a woman respectively. Legislations such as the Protection of Women from Domestic Violence Act, 2005 seek to protect women from violence within the home. Swadhar and Short Stay Home Schemes provide shelter for women in difficult circumstances and are implemented through civil society organisations. Further, a detailed advisory dated 4th September,
2009 was sent to all State Governments/UT Administrations wherein States have been directed to have a comprehensive review
of the effectiveness of the machinery in tackling the problem of violence against women and to take appropriate measures aimed at increasing the responsiveness of the law and order machinery.
