Question : SEED CROP INSURANCE SCHEME



(a) whether the Government have launched a comprehensive Seed Crop Insurance Scheme to facilitate growth of seed industry in the country;

(b) if so, the details thereof;

(c) the details of crops identified/selected under the scheme;

(d) the number of farmers covered thereunder, State-wise;

(e) the amount in respect of each seed crop required to be paid by farmers; and

(f) the amount sanctioned and spent under the scheme as on March 31, 2002, State-wise?

(a): Yes, Sir.

(b): A pilot scheme on Seed Crop Insurance has been launched with effect from Rabi 1999-2000 in order to provide financial security and income stability to the seed growers in the event of failure of seed crops; to strengthen confidence in the existing seed breeders/growers and encourage new breeders/growers to undertake seed production programme of newly released hybrid/improved varieties; to provide stability to the infrastructure established by the State owned Seed Corporations/State Farms; and to give a boost to the Modern Seed Industry and bring it under scientific management.

The scheme is implemented through the General Insurance Corporation of India.

(c): Seed Crop of Paddy, Wheat, Bajra, Jowar, Maize, Arhar, Gram, Groundnut, Soyabean, Sunflower and Cotton are covered under the scheme.

(d): 392 farmers have, so far, been insured under the scheme (Haryana 13, Karntaka 17, Orissa 103, Gujarat 17 and Uttar Pradesh 242).

(e): Premium at the rate of 3% for paddy, 2% for wheat, 3.5% for Jowar, 5% for Bajra, 5% for maize, 5% for Soyabean, 2.5% for Sunflower, 2% for Groundnut, 5% for Gram, 5% for Tur and 5% for cotton is required to be paid by farmers.

(f): The amount sanctioned and spent under the scheme as on March 31, 2002, State-wise is annexed.
