Question : Emergency Medicines

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government plans to improve emergency medicines in the country, if so, the quantum of funds allocated for providing timely and high quality emergency health services in the country;

(b) whether the Government plans to include emergency medicine and trauma care in curriculum of Undergraduate courses and train them to deal with other health emergencies and if so, the time by which a decision in the matter is likely to be taken;

(c) whether the Government has also made it mandatory for all medical college hospitals to have full-fledged Emergency Departments by 2022 to improve trauma care, if so, the details
thereof;

(d) whether the Government also plans to train citizens in emergency first-aid procedures like Cardiopulmonary Resuscitation and if so, the details thereof; and

(e) whether the Government is aware of the 10th Asian Conference of Emergency Medicine which aims to promote Academic and scientific activity in the field of Emergency Medicine and if so, the issues discussed along with the outcome thereof?

ANSWER

(a): Funds are allocated annually through the National Health Mission to Health Departments of States and UTs for procurement of inter – alia medicines (including emergency medicines). States and UTs procure medicines as per their need and funds availability.

(b) & (c): The Board of Governors of Medical Council of India with the prior approval of Central Government, have implemented w.e.f. academic session 2019 – 20 “Competency Based Training Programme” for the Indian Medical Graduates. Such programme provides for the capacity building of an MBBS doctor to handle emergencies. The amendment to Council Regulations with the approval of Central Government has been notified in the official Gazette on 06.11.2019.


The Board of Governors of Medical Council of India at it’s meeting held on 09.10.2019 have decided that Department of Emergency Medicine shall be a mandatory requirement w.e.f. academic year 2022 – 23 onwards in all Medical Colleges.

(d): Training in first – aid, Cardio – Pulmonary Resuscitation are being imparted through various Government and non – Government agencies (Indian Red Cross, Indian Medical Association, State branches of Indian Medical Association) to citizens across the country.

(e): Asian Society for Emergency Medicine is managed by a private organization which organized this Conference. Ministry of Health & Family Welfare, Government of India is not a party to proceedings of the 10th Asian Conference of Emergency Medicine.
