Question : Average Market Prices for Crops

(a) the average market prices realised by farmers for India‘s main agricultural and horticulture crops since 2014, State-wise and year-wise;

(b) the difference between the prices realised and the MSP announced by the Government State-wise and year-wise since 2014;

(c) the reasons for the difference; and

(d) the impact of the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan scheme in addressing this problem?

(a) to (c): Year-wise weighted average prices (wholesale) of main agricultural and horticulture crops in the mandis of major producing states as per market information entered by respective Agricultural Produce Market Committee (APMC) markets under respective States/ Union Territories (UTs) along with the price difference as compare to MSP (wherein applicable) since 2014 is attached at Annexure-I. MSP is announced by the Government for 22 agricultural commodities. There is no Minimum Support Price for horticulture crops. The wholesale market price of crop realized depends on the demand, supply and quality of the crop at any point of time. The difference of wholesale market price if any with respect to MSP arises due to above.
(d): Pradhan Mantri Annadata Aay SanraksHan Abhiyan’ (PM-AASHA) is an umbrella scheme to ensure Minimum Support Price (MSP) to farmers. It comprises the erstwhile Price Support Scheme (PSS) with certain modifications and rolling out of new schemes of Price

Deficiency Payment Scheme (PDPS) and pilot of Private Procurement and Stockist Scheme (PPSS). Under PM-AASHA, States/UTs are offered to choose either PSS and PDPS in a given procurement season with respect to particular oilseeds crop for the entire State. Pulses and Copra are procured under PSS. Only one scheme i.e. PSS or PDPS may be made operational in one State with respect to one commodity. Further, states have the option to roll out PPSS on pilot basis in district/selected APMCs of district involving the participation of private stockist for oilseeds. Further, wheat paddy and coarse grains are procured under the existing schemes of Department of Food and Public Distribution and Cotton is procured under the existing schemes of Ministry of Textiles. PM-AASHA helps the farmers in getting MSP for their crop which are procured.
