Question : IRRIGATION PROJECTS



(a) the criteria laid down for funding of various irrigation projects in the States including mode of disbursement;

(b) the details of ongoing irrigation projects in the States and the funds allocated for the purpose during 11th and 12th Five Year Plan periods, State/UT-wise;

(c) whether the irrigation potential developed under the existing schemes is significantly inadequate to cater to the present requirement of the States, if so, the details of arable land in each State and irrigation potential created through irrigation projects, State/UT -wise; and

(d) the action taken by the Government to augment the irrigation potential in the States including Jharkhand?

STATEMENT REFERRED TO IN REPLY TO STARRED QUESTION NO. 425 DUE FOR ANSWER ON 07.08.2014 IN LOK SABHA REGARDING IRRIGATION PROJECTS.

(a) Irrigation being a State Subject, water resources projects are planned and executed by the respective State Governments from their own resources. However, various projects which cannot be completed by State Governments from their own resources and are in an advanced stage of construction, are provided grants under Accelerated Irrigation Benefits Progamme (AIBP) for Major/Medium Irrigation (MMI) and Minor Irrigation (MI) projects, as per the following pattern of assistance:

	MMI Projects	Surface Minor Irrigation (SMI) Schemes Special Category States	90% of project cost	90% of project cost for ongoing (North Eastern States,	for ongoing and new	and new SMI Schemes HP, J&K and Uttaranchal)	MMI projects which and undivided Koraput,	are in an advanced Bolangir, Kalahandi	stage of construction (KBK) districts of Odisha. The balance funds are to be arranged by the State Government from its own resources.

The mode of disbursement of central assistance (CA) is as under:

(i) For projects receiving central assistance @ 25% and upto 50% of project cost, the 90% of CA to be released after release of at least 50% share of the State;

(ii) For projects receiving assistance higher than 50%, the 50% of CA to be released after the State releases its full share;

(iii)Balance/Second installment of CA to be released after obtaining UC of minimum of 50% of CA released earlier;

(iv) Next year installment to be released after obtaining 100% utilization of funds released in the previous year(s).

(b) to (d) The details of all on-going projects is not maintained in the Ministry. However, the details of the projects which are under AIBP funding for MMI and MI projects are enclosed at Annexure-I(a) & I (b) respectively. Funds allocated for the purpose during XI and XII Five Year Plan, States/UT-wise are at Annexure-II. The irrigation potential created is about 80% of ultimate irrigation potential of the country. State-wise list of irrigation potential created and ultimate irrigation potential is at Annexure-III. Central Govt. is providing grants to Major /Medium/ERM Irrigation Projects in the country including Jharkhand under Accelerated Benefit Programme (AIBP) since its inception in the year 1996-97 to accelerate the implementation of those projects which are beyond the resource capability of the States and are in an advanced stage of completion. Priority is also given to those projects, which are benefitting the Tribal and Drought Prone Area in all over the country including Jharkhand.
