Question : MID DAY MEAL SCHEME



(a) whether any quantity has been prescribed for various ingredients including pulses, edible oil and vegetables under the Mid Day Meal Scheme (MDMS) and if so, the details thereof;

(b) the cost of food-grains and other ingredients including cooking costs decided by the Government at National/State level under MDMS;

(c) whether the Government proposes to permit the States to work out the cost of various items as prevailing rates and also meet 75% of the actual expenditure incurred by the States on the items included in cooking cost and if so, the details thereof;

(d) if not, whether the Government proposes to review the cooking cost norms on quarterly basis and if so, the details thereof; and

(e) the mechanism put in place by the Government to monitor and improvise MDMS?

(a) to (e): A statement is laid on the table of the House.

Statement referred to in reply to parts (a) to (e) of Lok Sabha Starred Question No. 250 for 10.12.2014 raised by DR. KIRIT P. SOLANKI and SHRI C.R. PATIL regarding Mid Day Meal Scheme.

(a): The food norms for primary as well as upper primary children defined under Mid Day Meal Scheme are as under:

(b): The foodgrains are supplied by FCI at BPL rates which is Rs. 5.65 per kg. for rice and Rs. 4.15 per kg. for wheat. The cooking costs per child per day for primary and upper primary are Rs. 3.59 and Rs. 5.38 respectively from 1st July, 2014.

(c): The cost of various items under Mid Day Meal Scheme is decided by the Central Government in consultation with the States / UTs. The cooking cost is shared between Centre and States in the ratio of 75:25 except NER States where this ratio is 90:10. However, States / UTs are free to make additional contribution towards cooking cost from their own resources. The cooking cost was enhanced by 75% annually w.e.f. 1st April, 2010.

(d): There is no proposal for revision of norms of cooking cost on quarterly basis.

(e): The Mid Day Meal Guidelines envisage monitoring mechanism at National, State, District and School levels. At the national level, the performance of the Scheme is monitored by the Empowered Committee at the level of HRD Minister and the National Steering-cum-Monitoring Committee. The State Steering-cum-Monitoring Committee and the District Steering-cum-Monitoring Committee monitor the Scheme at the State and district level respectively. Besides, the District Level Committee headed by senior most MP of the Lok Sabha is also empowered to monitor the Scheme on quarterly basis. The School Management Committee at school level is responsible for monitoring implementation of the Mid Day Meal Scheme. The following steps have been taken for effective implementation of the Mid Day Meal Scheme (MDMS):-
 
i) The Central Government has issued detailed guidelines to ensure quality, safety and hygiene under Mid Day Meal Scheme to all the States / UTs. These inter-alia include mandatory tasting of the meal by 2-3 adults including one teacher before it is served to children; Safe storage and supply of ingredients to schools; Procurement of pulses and ingredients of branded and Ag-mark quality and supply to schools and testing of food samples by accredited laboratories.
ii) Social Auditing of the Scheme has been started.
iii) 38 Monitoring Institutes and Joint Review Mission also monitor and suggest measures for improvement in the Scheme.
iv) Web enabled Management Information System for Mid Day Meal Scheme (MDM-MIS) at national level for effective monitoring of the Scheme.
