(a) to (c): Yes. Proposals were received from various State Governments for strengthening
and upgradation of State Government Medical Colleges under the Pradhan Mantri Swasthya
Suraksha Yojana (PMSSY) and also under a new centrally sponsored scheme which aims
at increasing Postgraduate seats and introducing new Postgraduate courses in various
medical colleges. The new scheme is yet to be approved by Planning Commission/CCEA.
Under Phase I of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), it has been decided to upgrade
13 existing Government medical college institutions, each at an outlay of Rs.120 Cr. with Rs.100
cr. contributed from Government of India and Rs.20 Cr. from the State Governments/Ministry
of Human Resource Development in the case of institutions under their administrative control.
Insofar as State of Gujarat is concerned, B.J. Medical College, Ahmedabad is being upgraded
under the scheme. Upgradation work started in all the 13 medical college institutions and
targeted to complete by the end of 2009-10. In addition, it is also proposed to upgrade 6
more medical college institutions in the second phase of PMSSY, each at an outlay of Rs.125
Cr. with Rs.100 Cr. from Government of India and Rs.25 Cr. from State Governments/Ministry
of Human Resource Development. Upgradation plans of these medical colleges are being worked
out with the State Governments. List of medical college institutions being upgraded in the
first phase of PMSSY and proposed to be upgraded in the second phase is annexed.
Upgradation plan of the medical colleges under the PMSSY is approved by Government of India
and capital expenditure is incurred on the approved items of work. There is no provision
for granting financial assistance to the medical college institutions under the upgradation
scheme.
