Question : Construction of School Buildings under SSA

(a) whether funds are allocated in lump-sum to the States for construction of school buildings under the Sarva Shiksha Abhiyan (SSA);

(b) if so, the details thereof and the criteria adopted for the purpose;

(c) the details of funds allocated for construction of school buildings under SSA during the current year, State-wise particularly Rajasthan;

(d) whether any constraints have been noticed in the present system being followed for the purpose; and

(e) if so, the financial measures taken/ proposed to be taken in this regard?

(a) & (b) Central funds under Sarva Shiksha Abhiyan (SSA) are released in instalments to States/ Union Territories for implementation of the interventions approved under the Annual Work Plan & Budget (AWP&B) of the concerned State/ Union Territory including for school buildings. This is as per the demands raised by States/ UTs and following consultations with them. The funds under SSA are provided based on the unit cost proposed by State as per their approved State Schedule of Rate (SoR).

(c) A statement giving the details of total Central share releases under SSA to States / Union Territories including Rajasthan, during 2015-16 is at Annexure. State utilise funds for school buildings as per the approved Annual Work Plan and Budget (AWP&B).

(d) Non availability of land is a major constraint reported by some States for the construction of school buildings.

(e) Availability of land requires administrative measures on the part of the State Governments.
