Question : Project Implementation and Management

(a) whether the Government has hired project management consultants to manage the ambitious projects of the Government and if so, the details thereof;
(b) the Government’s initiatives to strengthen its own processes in terms of programme management competencies to have control over their functioning and deliveries;
(c) the quality and competency features that are identified for the contractors to qualify for executing the Government projects;
(d) whether the capacity building is a critical area in executing any Government projects or programme and if so, the steps taken by the Government in this regard; and
(e) whether the project management training is imparted at all levels of the Government machinery and if so, the details thereof?

(a) & (b): Government through the nodal administrative ministries has hired qualified project management consultants for engineering, procurement, monitoring and construction of its various ambitious projects. Details are at Annexure.

To strengthen its processes, the Government has been conducting focused training programmes on project planning and management for its employees engaged in project and programme implementation by effectively using latest techniques of project management such as MIS, program evaluation and review technique (PERT), critical path method (CPM) for effective project monitoring and timely resolution of issues by conducting regular review meetings at various levels on the status of projects / programmes.

(c) : Before submission of bids the prospective contractors are invited to attend a pre-bid meeting to have a common understanding of the project objectives so that they can assess/enhance their competencies and quality of project implementation to meet the project objectives within the approved time and cost schedules.

(d) & (e) : The implementation of successful project largely depends on the manpower which is responsible for its execution. Capacity building is a continuous exercise for successful delivery of the Government projects or programmes. Government have been regularly organizing training programmes on project planning and management wherein focused training is imparted on important aspects of project / programme management such as preparation of detailed project report, preparation of project budget estimates, preparation of work breakdown structure, identification of critical milestones, project monitoring through PERT / CPM charts, preparation of project implementation schedule, preparation of contract document, risk management, etc. These training programmes are attended by various levels of project managers / engineers and other officers of different backgrounds from various Central /State Government and public sector undertakings.
