Statement referred to in reply to part (a) to (d) of the Lok Sabha Starred Question No. 245 to be answered on 9.08.2000 put up by S/Shri Narayan Datt Tiwari and Pusp Jain, regarding `Rehabilitation Centres for Handicapped`.

(a) The National Sample Survey Organisation (NSS)) has conducted a National Sample Survey 47th Round during July-December, 1991 to collect information on the number of persons with disabilities. Based on the sample survey of NSSO carried out in 1991, approximately 5% of the population is estimated to be suffering from some kind of disability. The State-wise details of disabled population is given below:

Note: 2: For the remaining States/ UTs, results are not presented as the sample size was not considered large enough to provide reliable estimates. However, the results presented at the All-India level include all the States/ U.Ts. The estimated number of disabled persons given are obtained by applying survey-based proportion, to projected census population.

NSSO also conducted a separate survey (Report No.391) of children (age 0-14 years) with delayed mental development in all the States and Union territories during July-December 1991). The survey showed a possible level of mental retardation of about 3 percent among children.Further, there is an estimated 4 million leprosy-affected persons in the country. Thus, prevalence of disability in the country as a whole is estimated to be around 5 percent. Government has now decided to include a question on disabled persons in the household schedule to be canvassed during Census of India 2001 to ascertain the number of physically/ mentally disabled.

(b) At present, there are eleven District Rehabilitation Centres (DRCs) in ten States i.e. Andhra Pradesh, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. There are seventeen Vocational Rehabilitation Centres (VRCs) under the Ministry of Labour in States/ U.T. of Andhra Pradesh, Assam, Bihar, Delhi, Gujarat, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa, Punjab, Rajasthan, Tamil Nadu, Tripura, Uttar Pradesh and West Bengal.

(c) & (d): Recently, the Government have formulated several schemes specifically for wider coverage and holistic rehabilitation of persons with disabilities as under:

i. Over hundred districts have been identified for providing comprehensive rehabilitation services at the doorsteps of persons with disabilities. Services identified include setting up of composite fitment and rehabilitation centres. State-wise numbers of such centres is given at Annexure.

ii. A Scheme of Composite Regional Centres (CRCs) has been approved for the States of Jammu & Kashmir, Madhya Pradesh, Uttar Pradesh, Assam and Himachal Pradesh for providing rehabilitation services for different kinds of disabilities and for creating infrastructure for training and manpower development.

iii. A Scheme of Regional Rehabilitation Centres (RRCs) for persons with spinal injuries and orthopaedic disabilities has been approved as a Centrally Sponsored Scheme with Centre and State share on 90:10 basis for strengthening rehabilitation services in the States of Madhya Pradesh, Uttar Pradesh, Punjab and Orissa.

iv. Besides, a new four tier-scheme namely, National Programme for Rehabilitation of Persons with Disabilities has been approved in the State sector for implementation for creating infrastructure at State/ District/ Block and Gram Panchayat level for providing comprehensive rehabilitation services to the disabled.

These steps have been taken in addition to on going schemes/programmes of this Ministry for the welfare of the disabled. There are six National Institutes/Apex level Institutions set up in each major area of disability which work towards manpower development through long term and short term training programmes, provide services including socio-economic rehabilitation services, develop models of service delivery programmes for rehabilitation, reaching services to the un-reached through out-reach activities and research and development. To support entrepreneurial activity by the disabled, National Handicapped Finance & Development Corporation (NHFDC) has been functioning since 1997. The Vocational Rehabilitation Centres evaluate the residual capacity of the disabled persons, impart them necessary vocational training and guidance. The Ministry also supports NGO activities for welfare of disabled through its two schemes viz. Scheme to Promote Voluntary Action for Persons with Disabilities (Umbrella Scheme) and Aids and Appliances Scheme (ADIP).
