Question : EXECUTION OF HIGHWAY PROJECTS



(a) whether certain irregularities in the implementation and execution of PPP model highway projects;

(b) if so, the details thereof along with action taken thereon;

(c) whether NHAI has not achieved the targets of constructing highways during the last 8-9 months; and

(d) if so, the reason therefor and responsibility fixed by the Government in this regard?

(a)&(b) Comptroller and Auditor General of India vide their report No. 36 of 2014 on implementation of PPP projects in NHAI has pointed out certain irregularities in respect of some PPP projects of NHAI. The details of irregularities are included in the Comptroller and Auditor General of India’s report, for the year ended March, 2013.

(c)&(d) Against the target of 2000 kms during the year 2014-15, 1140 kms (Upto January 2015) of National Highways have already been constructed. There have been delays in some projects due to problems in land acquisition, utility shifting, non availability of soil/aggregates, poor performance of contractors, environment/forest/wildlife clearance, Rail Over/Under Bridge issues with Railways, public agitations for additional facilities, arbitration/contractual disputes with contractors etc.
