Question : CONDITION OF GRAVEL ROADS



(a) whether the Government has received any complaint regarding quality of gravel roads being built under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS);

(b) if so, the details thereof;

(c) whether the Government proposes to build bitumen roads over the gravel roads being constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) through MGNREGS; and

(d) if so, the details thereof and if not, the reasons alongwith the report in this regard

(a) & (b): Yes, Sir. Two complaints regarding poor quality of material used in construction of gravel roads, one each in Madhya Pradesh and Rajasthan, have been received in the Ministry.

(c) & (d): Ministry has issued guidelines for convergence between Mahatma Gandhi NREGA and PMGSY. Rural connectivity to provide all-weather access is a permissible activity under Mahatma Gandhi NREGA. As per the convergence guidelines, pucca roads may be constructed on the connectivity provided under the Act.
