Question : Categorisation of States

(a) the yardsticks/parameters taken into consideration while categorising a State as backward State;
(b) whether the average per capita income of such States is less than the national average;

(c) if so, the details thereof, State-wise including Uttar Pradesh along with the human development indicators of these States; and

(d) the details of States lagging behind in human development indicators along with the reasons therefor?

(a) States have not been categorised as backward states.

(b) & (c) Do not arise.

(d) State-wise Human Development Index (HDI), alongwith their rankings, is given in annexure. Inter-State disparities in HDI are a result of complex factors such as difference in resource endowment, geographical and historical factors and availability of socio-economic and physical infrastructure.
