Question : Power Projects

(a) the details of the power projects being undertaken for execution, etc. by the Bharat Heavy Electrical Limited (BHEL) including Gujarat State Electricity Corporation Limited (GSECL) along with the repair and maintenance of existing power plants in Gujarat, State/UT-wise;

(b) whether there has been any delay in execution of Power Projects by M/s BHEL including the projects executed/yet to be executed till date;

(c) if so, the details thereof along with action taken thereon; and

(d) the steps Government proposes to take in this regard?

(a) to (d) : At present there are 44 thermal and 15 hydro-electric power projects under execution by Bharat Heavy Electrical Limited (BHEL) including those of Gujarat State Electricity Corporation Limited (GSECL). In addition, the following renovation and modernisation works of existing power plants are under execution by BHEL in Gujarat:

i. Up-gradation of Control system of Ukai Unit No.3 & 4. Order issued on 18.06.2015.

ii. Availability & Efficiency improvement through modification in Boiler back pass & APH of Unit No-4 of Ukai TPS. Order issued on 23.09.2015.

The power projects get delayed due to various reasons viz. delay in land acquisition, local agitations, law & order problems, contractual disputes, delay in material supply from BHEL, extreme weather conditions etc.

State-wise details of power projects being undertaken for execution by BHEL, including GSECL, along with reasons for delay are given at Annex.


The steps taken by the Government for timely commissioning of power projects including those of GSECL are given below:

(i) Central Electricity Authority (CEA) monitors the progress of under construction power projects through frequent site visits and interaction with the developers and equipment suppliers. CEA holds review meetings periodically with the developers and other stakeholders and identify issues critical for commissioning of projects and help in resolving them.

(ii) Regular reviews are also undertaken by Ministry of Power, Ministry of Heavy Industries and Cabinet Secretariat to identify the constraint areas and facilitate faster resolution of inter-ministerial and other outstanding issues.

(iii) A Power Project Monitoring Panel (PPMP) has been set up by the Ministry of Power for monitoring of on-going Thermal and Hydro Generation projects targeted for commissioning during the 12th Plan and beyond along with the associated transmission system.

(iv) The review meetings are held by Secretary (Power) to monitor completion of power projects being executed by BHEL, with Department of Heavy Industry and BHEL.

(v) Issues are also raised in PRAGATI, for proactive governance and timely implementation, as and when required.
