ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND
FAMILY WELFARE
(SHRI FAGGAN SINGH KULASTE)

(a) to (c): While Health is a State Subject, to support the States, the Government of India is implementing National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) for intervention up to District level under the umbrella of National Health Mission. The setting up of Non-Communicable Disease (NCDs) Clinics and Cardiac Care Units (CCUs) at District level is supported under the programme. The objectives of the NPCDCS include awareness generation for behaviour and life-style changes, screening and early diagnosis of persons with high level of risk factors and their treatment and referral (if required) to higher facilities for appropriate management. The programme is being implemented in all the States / UTs including Tamil Nadu.

Under NPCDCS, funds up to Rs.1.5 crore can be allocated for developing/strengthening and equipping Cardiac Care Units at District level under the programme. Support of Non-Recurring Grant up to Rs. 26 lakhs per annum is also available for CCUs at District level.

A statement showing State/ UT wise allocation of Funds for the year 2016-17 under NCD Flexipool, which includes NPCDCS, is attached at Annexure.
