Question : Budgetary Outlay for FCI

(a) whether it is true that the FCI require about Rs. 32000 crore more than the budgetary outlay of Rs. 1.30 lakh crore in Financial Year 2016-17 to carry out its operations;
(b) if so, the details thereof;
(c) whether it is also true that due to drop in wheat procurement in 2016-17 rabi marketing seasons the quantum procured comes to 22 million tonne against a target of 28 MT; and
(d) whether the FCI would incur lesser expenses towards Minimum Support Price, st

(a) & (b): The details of food subsidy allocated, released and outstanding in respect of Food Corporation of India (FCI) is as under:

(c): During Rabi Marketing Season (RMS) 2016-17, total quantum of wheat procured was 229.61 LMT against estimated target of 305.00 LMT.
(d): Irrespective of quantum of procurement, Minimum Support Price (MSP) is paid to farmers remains same as fixed by Department of Agriculture and Cooperation (DAC). However, total expenses towards payment of MSP to farmers, storage and transportation costs are incurred in proportion to procurement level.
